NASA to launch ocean wind monitor to space station

Jan. 29, 2013 ? In a clever reuse of hardware originally built to test parts of NASA's QuikScat satellite, the agency will launch the ISS-RapidScat instrument to the International Space Station in 2014 to measure ocean surface wind speed and direction.

The ISS-RapidScat instrument will help improve weather forecasts, including hurricane monitoring, and understanding of how ocean-atmosphere interactions influence Earth's climate.

"The ability for NASA to quickly reuse this hardware and launch it to the space station is a great example of a low-cost approach that will have high benefits to science and life here on Earth," said Mike Suffredini, NASA's International Space Station program manager.

ISS-RapidScat will help fill the data gap created when QuikScat, which was designed to last two years but operated for 10, stopped collecting ocean wind data in late 2009. A scatterometer is a microwave radar sensor used to measure the reflection or scattering effect produced while scanning the surface of Earth from an aircraft or a satellite.

NASA and the National Oceanic and Atmospheric Administration have studied next-generation replacements for QuikScat, but a successor will not be available soon. To meet this challenge cost-effectively, NASA's Jet Propulsion Laboratory in Pasadena, Calif., and the agency's station program proposed adapting leftover QuikScat hardware in combination with new hardware for use on the space station.

"ISS-RapidScat represents a low-cost approach to acquiring valuable wind vector data for improving global monitoring of hurricanes and other high-intensity storms," said Howard Eisen, ISS-RapidScat project manager at JPL. "By leveraging the capabilities of the International Space Station and recycling leftover hardware, we will acquire good science data at a fraction of the investment needed to launch a new satellite."

ISS-RapidScat will have measurement accuracy similar to QuikScat's and will survey all regions of Earth accessible from the space station's orbit. The instrument will be launched to the space station aboard a SpaceX Dragon cargo spacecraft. It will be installed on the end of the station's Columbus laboratory as an autonomous payload requiring no interaction by station crew members. It is expected to operate aboard the station for two years.

ISS-RapidScat will take advantage of the space station's unique characteristics to advance understanding of Earth's winds. Current scatterometer orbits pass the same point on Earth at approximately the same time every day. Since the space station's orbit intersects the orbits of each of these satellites about once every hour, ISS-RapidScat can serve as a calibration standard and help scientists stitch together the data from multiple sources into a long-term record.

ISS-RapidScat also will collect measurements of Earth's global wind field at all times of day for all locations. Variations in winds caused by the sun can play a significant role in the formation of tropical clouds and tropical systems that play a dominant role in Earth's water and energy cycles. ISS-RapidScat observations will help scientists understand these phenomena better and improve weather and climate models.

The ISS-RapidScat project is a joint partnership of JPL and NASA's International Space Station Program Office at the Johnson Space Center in Houston, with support from the Earth Science Division of the Science Mission Directorate in Washington.

WASHINGTON (AP) ? Chuck Hagel says his experience fighting in Vietnam alongside his younger brother will shape any decision he makes to unleash military force if the Senate confirms him to be President Barack Obama's defense secretary.

On the eve of his confirmation hearing, Hagel offered his opinions on a long list of issues, from cuts in defense spending and women in combat to penalties against Iran, in a 112-page response to a questionnaire from the Senate Armed Services Committee.

It was the first time that Hagel's voice had been heard in such detail since Obama announced nominees for his second-term national security team on Jan. 7.

"I understand what it is like to be a soldier in war," wrote Hagel. "I also understand what happens when there is poor morale and discipline among the troops and a lack of clear objectives, intelligence, and command and control from Washington. I believe that experience will help me as secretary of defense to ensure we maintain the best fighting force in the world, protect our men and women in uniform and ensure that we are cautious and certain when contemplating the use of force."

If confirmed, the former two-term Republican senator from Nebraska would be the first enlisted man to serve as defense secretary.

Hagel described volunteering for Vietnam, serving a 12-month tour that included the Tet Offensive in 1968 ? a series of surprise North Vietnamese attacks on South Vietnam and its U.S. ally during a holiday cease-fire ? and rising to the rank of infantry sergeant.

In his responses, Hagel adopted a hard line on Iran and its possible pursuit of a nuclear weapon. He echoed Obama's view that all options are feasible to stop Tehran, praised the rounds of penalties and warned of "severe and growing consequences" if Iran balks at international demands.

Hagel has faced a barrage of criticism that he is not sufficiently pro-Israel or tough enough on Iran. In the past, Hagel has questioned the efficacy of unilateral sanctions on Iran, arguing that penalties in conjunction with international partners made more sense.

"If Iran continues to flout its international obligations, it should continue to face severe and growing consequences," Hagel said. "While there is time and space for diplomacy, backed by pressure, the window is closing. Iran needs to demonstrate it is prepared to negotiate seriously."

The United States and other Western nations have demanded that Iran stopped its uranium-enrichment program, which they perceive as a precursor to production of nuclear warhead-grade material. Iran insists that its program is for peaceful purposes.

The most recent round of negotiations ended in a stalemate last June.

Questioned about all options, Hagel said, "If confirmed, I will focus intently on ensuring that U.S. military is in fact prepared for any contingency."

He said that he would continue to put in place the "smart, unprecedented and effective sanctions against the Iranian regime" that Congress and the Obama administration have adopted in recent years.

Hagel was in line for hard questions from the 26-member Senate committee at a confirmation hearing Thursday that was expected to be a determining factor in the vote of several senators.

Democrats have rallied to support Obama's nominee. More than a dozen are announced backers, and at least one Republican senator has said he will vote for his former GOP colleague ? Sen. Thad Cochran of Mississippi, the top Republican on the Senate Appropriations Committee and its defense subcommittee.

But GOP-leaning outside groups have waged an unprecedented campaign of critical ads and statements against a president's Cabinet choice. Six Republican senators have said they will vote against Hagel, including some who opposed him even before Obama's announcement, in a fresh sign of the fierce partisan politics.

Hagel's opponents have focused on his past statements about Israel, Iran, gay rights and the influence of a "Jewish lobby," a comment for which he's apologized. They also worry about his support for cuts in nuclear weapons.

"Sen. Hagel has no credibility on perhaps the biggest foreign policy challenge facing the Obama administration's second term and on American national security interests in the Middle East and around the world," Sen. John Cornyn, R-Texas, an opponent of the nominee, said Wednesday on the Senate floor.

The criticism has surprised some of Hagel's strongest backers.

"This idea that's being propagated that he might be soft on adversaries. Chuck Hagel's not soft on anybody, particularly himself," said Sen. Jack Reed, D-R.I., a member of the Armed Services Committee, in a conference call with Hagel allies. "He drives hard. He's someone who searches for the right approach and the right policy."

Reed complained that Hagel had been pilloried by false attacks and revisionist theories about his career.

In the questionnaire, Hagel said that as long as nuclear weapons exist, the United States must have a "safe, secure and effective nuclear arsenal."

He insisted that he will implement the military's policy allowing gays to serve openly and move ahead on opening combat roles to women.

He expressed his opposition to the automatic, across-the-board budget cuts that will hit the Pentagon on March 1 if Congress fails to come up with an alternative. At the same time, he indicated that some reductions are inevitable.

"We will continue to need the best Army in the world. But the best Army does not mean the largest. We must have the Army be appropriately sized for the contingencies we deem likely, and it also must be trained and modernized," he said.

MIDLAND CITY, Ala. (AP) ? Police, SWAT teams and negotiators clustered at a rural property where a man was believed to be holed up in an underground shelter Wednesday after fatally shooting the driver of a school bus and fleeing with a 6-year-old child passenger, authorities said.

The standoff went through the night after the man, whose name has not been released by police, boarded the stopped school bus in the town of Midland City on Tuesday afternoon. Dale County Sheriff Wally Olsen told WBMA-TV (http://bit.ly/WthpQh) the man shot the driver when he refused to let the child off the bus and the driver later died.

The sheriff's office named the victim as Charles Albert Poland, Jr., 66, who had been a bus driver since 2009 for the Dale County Board of Education.

The shooter took the child off the bus, authorities said.

About 50 vehicles from federal, state and local agencies were clustered early Wednesday at the mouth of a dirt road off a U.S. highway. The dead-end road leads to homes including the suspect's property, which was over a low rise behind a church on the highway and couldn't be seen from where reporters were being kept back.

County coroner Woodrow Hilboldt told The Associated Press the suspect was believed to be in an underground shelter on his property.

"That's what has been described to me as an underground bunker. Someplace to get out of the way of a tornado," Hilboldt said.

The coroner said the victim, who was in his mid-60s, died of multiple gunshot wounds. He wouldn't release a name until family had been notified.

Claudia Davis, who lives on the road where the standoff was taking place, said early Wednesday that she and her neighbors can't leave because the one road was blocked by police.

Davis, 54, said she has had run-ins with the man suspected as the shooter.

"Before this happened I would see him at several places and he would just stare a hole through me," Davis said. "On Monday I saw him at a laundry mat and he seen me when I was getting in my truck and he just started and stared and stared at me."

Midland City police would not comment, and a dispatcher at the Dale City Sheriff's office told The Associated Press early Wednesday that the agency was not releasing any immediate details.

"Authorities also confirmed the presence of a child at the scene but are giving no further information at this time," Rachel David, a spokeswoman for the police department in the nearby city of Dothan, said in a news release late Tuesday.

Michael Creel, who lives on the road where the shooting happened, said he went outside after his sister heard gunshots.

"Me and her started running down the road," Creel told the Dothan Eagle (http://bit.ly/TWgc5T). "That's when I realized the bus had its siren going off. Kids were filing out, running down the hill toward the church."

Brazil nightclub survivor: 'I felt her heart stop beating'

The coffins were laid out in rows following the fire that killed hundreds at the Kiss nightclub in Santa Maria after the band's pyrotechnic display set fire to the sound-proofed ceiling. NBC's Keir Simmons reports.

Updated at 8 p.m. ET:?The day after the Brazil nightclub fire, Mattheus Bortolotto described what he experienced to a local television station: "The emergency exits did not work, and then I lost my friend in the confusion. Then a girl died in my arms. I felt her heart stop beating."

Revelers were celebrating the end of summer late Saturday at the club in Santa Maria when a band?s pyrotechnic display set fire to the soundproofed ceiling and started a fire that claimed 233 lives. Dozens choked to death, and dozens more were trampled in the panic that followed.

The fire appears to have taken a devastating toll on a nearby university: Almost half the victims had ties to the school, many of them there for a party organized by students at Federal University of Santa Maria.

The Federal University of Santa Maria said Monday that 114 people who died at the Kiss nightclub on Saturday night were students, graduates or dropouts. Most of the students killed had just started at the school.

The school said that its Center for Rural Sciences had lost the most students, 64. Among them were 26 agronomy students and 15 studying to be veterinarians. A notice on the school?s website Monday said that classes would be suspended at least through Feb. 1. About 27,000 students are enrolled there.

Also among those killed were five members of the Brazilian Air Force, according to a statement reproduced by Diario. Santa Maria is home to an air base. ?They will be buried in the region.

More than 100 people remain hospitalized for smoke inhalation, the AP reported.?

?It?s impossible to predict what will happen, because they are all in a very delicate state, but there?s hope for all of them,? Dr. Paulo Afonso Beltrame told the AP. He said hospitals in neighboring cities have taken in about 40 patients.

?One of the problems we?re having here is that all these people need to be on respirators and we don?t have enough respirators in the city,? Dr. Beltrame said.?

The city?s mortuary was also backed up, the BBC reported, so bodies were lined up at a local gym. Family members were guided through the gym to identify relatives.

At the gym were Leandro Buss, a computer technician, and his 16-year-old son.?

?I?m burying my wife today,? Buss, 35, told The New York Times. His wife, Marilene Castro, 33, died at the club. ?We?ll see who was responsible for this.?

The cemetery, too, has become overwhelmed by the plots that must be dug immediately. The cemetery has hired eight workers in addition to its usual eight and rented two backhoes, according to the Diario de Santa Maria, the newspaper based in Santa Maria, a city of 263,000 in Brazil?s southernmost state. One apparatus failed, forcing workers to dig out the plots with shovels.

Thousands gathered Monday afternoon at a square in the city center for a short service. They hugged tearfully and when the nondenominational service came to an end, they applauded for a long time, according to the Diario de Santa Maria. ?

President Dilma Rousseff cut short a visit to Chile, the BBC reported, to visit survivors at a Santa Maria hospital.

"It is a tragedy for all of us," Rousseff told the BBC.

Karnow, Vietnam reporter-historian, dies at age 87

Stanley Karnow, the award-winning author and journalist who wrote a definitive book about the Vietnam War, worked on an accompanying documentary and later won a Pulitzer for a history of the Philippines, died Sunday morning. He was 87.

Karnow, who had congestive heart failure, died in his sleep at his home in Potomac, Md., said son Michael Karnow.

A Paris-based correspondent for Time magazine early in his career, Karnow was assigned in 1958 to Hong Kong as bureau chief for Southeast Asia and soon arrived in Vietnam, when the American presence was still confined to a small core of advisers. In 1959, Karnow reported on the first two American deaths in Vietnam, not suspecting that tens of thousands would follow.

Into the 1970s, Karnow would cover the war off and on for Time, The Washington Post and other publications and then draw upon his experience for an epic PBS documentary and for the million-selling "Vietnam: A History," published in 1983 and widely regarded as an essential, even-handed summation.

Karnow's "In Our Image," a companion to a PBS documentary on the Philippines, won the Pulitzer in 1990. His other books included "Mao and China," which in 1973 received a National Book Award nomination, and "Paris in The Fifties," a memoir published in 1997.

A fellow Vietnam reporter, Morley Safer, would describe Karnow as the embodiment of "the wise old Asian hand." Karnow was known for his precision and research ? his Vietnam book reaches back to ancient times ? and his willingness to see past his own beliefs. He was a critic of the Vietnam War (and a name on President Nixon's enemies list) who still found cruelty and incompetence among the North Vietnamese. His friendship with Philippines leader Corazon Aquino did not stop him from criticizing her presidency.

A salesman's son, Karnow was born in New York in 1925 and by high school was writing radio plays and editing the school's paper, a job he also held at the Harvard Crimson. He first lived in Asia during World War II when he served throughout the region in the Army Air Corps. Back in the U.S., he majored in European history and literature at Harvard, from which he graduated in 1947.

Enchanted by French culture, and by the romance of Paris set down by Americans Ernest Hemingway and Henry Miller, Karnow set out for Europe after leaving school not for any particular purpose, but simply because it was there. "I went to Paris, planning to stay for the summer. I stayed for 10 years," he wrote in "Paris in the Fifties."

He began sending dispatches to a Connecticut weekly, where the owner was a friend, and in 1950 was hired as a researcher at Time. Promoted to correspondent, he would cover strikes, race car driving and the beginning of the French conflict with Algeria, but also interviewed Audrey Hepburn ("a memorable if regrettably brief encounter") fashion designer Christian Dior and director John Huston, who smoked cigars, knocked back Irish whiskies and rambled about the meaning of Humphrey Bogart. Friends and acquaintances included Norman Mailer, James Baldwin and John Kenneth Galbraith.

Karnow's first book was the text for "Southeast Asia," an illustrated Life World Library release published in 1962, before the U.S. committed ground troops to Vietnam. It was partly a Cold War time capsule, preoccupied with Communist influence, but was also skeptical enough of official policy to anticipate the fall of a key American ally, South Vietnamese president Ngo Dihn Diem, an event that helped lead to greater American involvement.

Like so many others, Karnow initially supported the war and believed in the "domino theory," which asserted that if South Vietnam were to fall to communism its neighbors would too.

But by war's end, Karnow agreed with the soldier asked by a reporter in 1968 what he thought of the conflict: "It stinks," was the reply.

"Vietnam: A History" was published in 1983 and coincided with a 13-part PBS documentary series. Like much of his work, Karnow's book combined historical research, firsthand observations and thorough reporting, including interviews with top officials on both sides of the war. Decades later, it remained read and taught alongside such classics as David Halberstam's "The Best and the Brightest" and Michael Herr's "Dispatches."

"There are not many carefully delineated judgments in the book. But that is more a comment than the criticism it might be, for Mr. Karnow does not claim to have reached a sweeping verdict on the war," Douglas Pike, a former U.S. government official in Vietnam who became a leading authority on the war, wrote for The New York Times in a 1983 review.

"Because he has a sharp eye for the illustrative moment and a keen ear for the telling quote, his book is first-rate as a popular contribution to understanding the war. And that is what he meant it to be."

The PBS series won six Emmys, a Peabody and a Polk and was the highest-rated documentary at the time for public television, with an average of 9.7 million viewers per episode. Along with much praise came criticism from the left and right. The liberal weekly The Nation faulted Karnow for "little analysis and much waffling." Conservatives were so angered by the documentary that PBS agreed to let the right-wing Accuracy in Media air a rebuttal, "Television's Vietnam: The Real Story," which in turn was criticized as a show of weakness by PBS.

Karnow completed no books after "Paris in the Fifties." He attempted a study of Asians in the U.S., which he abandoned; a history of Jewish humor that never advanced beyond an outline; and a second memoir, with such working titles as "Interesting Times" and "Out of Asia." Karnow had three children.

He was often called on for speeches, panel discussions and television appearances and asked for his opinions on current affairs. One query came in 2009, through his old friend Richard Holbrooke, at the time the U.S. special envoy to Afghanistan. Holbrooke wanted advice on U.S. policy in Afghanistan and put Karnow on the phone with Gen. Stanley McChrystal, the top U.S. commander. Karnow and the general discussed similarities between the wars in Afghanistan and Vietnam.

"What did we learn from Vietnam?" Karnow later told the AP. "We learned that we shouldn't have been there in the first place."

Antigua gets OK to become copyright haven

LONDON (AP) ? Americans call it piracy. Antiguans call it justice.

The islands of Antigua and Barbuda are threatening to strip intellectual property protections from American goods as part of a long-running trade dispute over the U.S. embargo on the tiny Caribbean nation's online gambling industry.

U.S. officials say the proposed copyright haven - whose broad outlines were approved Monday at the World Trade Organization in Geneva - amounts to "government-authorized piracy." But Antiguans, who've won a series of legal victories against the U.S. at the international trade body, reject any suggestion that they're pirates.

"We have followed the rules and procedures of the WTO to the letter," Antigua's high commissioner to London, Carl Roberts, said in a statement Monday. "Our little country is doing precisely what it has earned the right to do under international agreements."

The U.S. and Antigua have been tussling for years over the ability of Americans to use online casinos based in the Caribbean nation. U.S. laws have long been interpreted to mean that Internet gambling is illegal if it crosses state lines.

The World Trade Organization, however, has come down on Antigua's side. In 2007, it allowed the islands to draw $21 million a year's worth of "nullification or impairments" from the United States as a penalty for the continuing refusal of the U.S. to allow American customers to place their online bets in Antigua.

Antiguan officials say they could make up the money through the operation of a copyright haven, although what that might look like and what its scope would be remains unclear. Antiguan officials have kept details vague and the move has little precedent.

Observers have suggested, for example, a subscription service to access copyright-free American music, or a pay-per-download site that charges pennies for Hollywood hits.

Mark Mendel, a lawyer for Antigua's government, cautioned that whatever ends up being set up, it wouldn't be an Antiguan version of The Pirate Bay, the free-for-all file sharing site whose name has become synonymous with illegal downloads.

"We aren't going to be flaunting the rules," he said in a telephone interview last week. "It's not piracy if you have the right to do it."

Right or wrong, American businesses aren't happy with the idea. Gina Vetere, with the U.S. Chamber of Commerce's intellectual property center, said such a move would only exacerbate the dispute and "sour the business environment."

The haven may still never see the light of day; Mendel said Antigua's goal remains a negotiated settlement with U.S. authorities over the gambling dispute.

Even if such a haven were set up, international fans of free downloads may want to exercise caution. Antiguans may be allowed to download freely, but for those outside the country the legal regime remains murky.

Nevertheless, the notion of a country of 89,000 people standing up to the powerful United States on intellectual property matters has caught the imagination of many - especially those who believe that U.S. copyright rules are too restrictive.

"It's time for small countries to be treated fairly in these organizations," said Mendel.

We agree wholeheartedly with the opinions expressed by Peter King in his latest Monday Morning Quarterback and elsewhere regarding the merit (or more accurately lack thereof) of former Raiders receiver Tim Brown?s non-allegation allegation that former Raiders coach Bill Callahan ?sabotaged? a 10-year-old Super Bowl.? But some questions remain as the latest Super Bowl week commences.

First, will 49ers coach Jim Harbaugh be asked about the situation at one of his many media availabilities this week?? Harbaugh, who was a first-year offensive assistant with the Raiders in 2002, wasn?t asked about it on Sunday night when the team arrived.? And given the extent to which the story has faded in recent days, he may not be asked about it at all.

Second, did the Raiders? game plan change two days before the game?? Brown?s ludicrous opinion of sabotage comes from his belief, as a factual matter, that Callahan changed the game plan.? So did he?? There has been no definitive answer provided to that question.

Third, did the Raiders fail to change audibles and line calls?? It has been presumed for nearly a decade that the Raiders didn?t account for the fact that former Oakland coach Jon Gruden knew the code words that would be used at the line of scrimmage on offense.? But Peter King?s dismantling of the sabotage theory in the latest Monday Morning Quarterback extends to the notion that the Bucs knew what the Raiders were planning to do.? The game broadcast, however, contained strong evidence to the contrary.

Tampa Bay safety John Lynch wore a microphone, and he plainly can be heard telling former Bucs defensive backs coach Mike Tomlin after the Raiders fell behind 20-3 late in the first half, ?Mike, every play they?ve run, we ran in practice.? It?s unreal.?

Said Tomlin, ?I know.?

Whatever the reason, the Buccaneers? dominance was enough, we?re told, to prompt Raiders receiver Jerry Rice to rip the microphone he was wearing during the game from his pads and flush it down a toilet at halftime.

Fourth, given that King believes Brown?s assertion is ?utterly preposterous? and that King is one of the voters for induction into the Pro Football Hall of Fame, will this mess keep Brown out for another year?? The voters will swear that they don?t consider anything other than what happens on the field, in accordance with the Hall of Fame?s bylaws.? But as we explained in our one-time-and-one-time-only PFT season preview magazine (which apparently made a cameo appearance several months ago in an episode of Mike & Molly on CBS), the human beings who cast the votes are influenced by the things that tend to influence the decisions made by human beings.

If it?s a close call between Brown and someone else as a given voter makes the excruciating descent from 15 modern-era finalists to up to five modern-era enshrinees, Brown?s assertions could be viewed, consciously or otherwise, as reflecting the kind of disrespect for and misunderstanding of the game that could be the factor pushing that person one way or the other.

There would be no hard proof of it, and none of the voters will risk their vote by proclaiming publicly that they sabotaged Brown?s candidacy in part because of his claim of sabotage.? But it definitely could, in a close case, be a factor ? and we?d never know that it was.

Horse enthusiasts look to revive youth interest - The Western Producer

Numbers declining | New initiatives launched to revive interest and participation among children under 13

RED DEER ? Singer Willy Nelson once crooned that his heroes were always cowboys, but that is not likely the case anymore for young people.

This changing interest has had a profound impact on the equine industry because fewer people are interested in riding and owning horses.

Longtime horse breeder and trainer Frank Merrill said horse organizations have not been quick to respond to the waning interest and there is a chance the horseman will be a vanishing breed across North America and Europe.

?We have learned in the last 12 months we have a 30 percent decline in youth participation in the horse industry,? he said.

The past-president of the American Quarterhorse Association attributes the lack of interest to aging horse breeders, economic challenges and children of baby boomers finding other activities.

He believes baby boomers were interested in horses because they were fans of movie and television westerns and admired actors such as Roy Rogers and Gene Autry. They also knew the names of their horses.

?Now our children are interested in other things,? he told the Alberta Horse Breeders Conference in Red Deer Jan. 15.

The AQHA has launched several programs to draw children back into the horse world. Equine Canada also announced a new program to rebuild the industry and support equestrian sports to encourage more young people to join at the recreational and competitive levels.

The AQHA is launching an online program called Digital Oats, which offers games, crafts and information about horses.

Many of today?s riders are middle-aged women. The association has also found that 80 percent of young people interested in horses are girls. It has decided the new target group could be children aged three to 13.

The concept would also collaborate with the scouting movement or 4-H because both offer horsemanship components.

The association has found that children younger than 13 spend less than five hours a week in sports or outdoor activities, but many sit for as much as 48 hours per week in front of a screen, including phones, tablets, computers and televisions.

?You can see immediately what our problem is,? he said.

The association believes 20 million of the 75 million young people in the United States are potential clients. Five million of them are younger than five.

The most likely participants are children from two parent families with incomes of more than $100,000 per year who live in or around medium to large cities. They need to already like outdoor activities and live from the Midwest to the Rockies.

In Canada, the program would probably target children in Saskatchewan, Alberta and British Columbia.

The AQHA has provided $1 million to support Digital Oats, but Merrill believes it will take millions of dollars to keep the industry afloat. However, he said it has to start somewhere as registrations fall and more people lose contact with horses.

?This program is non-denominational. It is not about the Quarterhorse,? he said.

?We want anybody who is involved with the equine to be involved with this.?

AQHA registrations in Canada and the U.S. have dropped 60 percent since 2004: from 195,000 to 85,000.

Tara Gamble, president of the Alberta Equine Federation, said the faltering economy has affected all forms of recreation, and affordability is an issue for many.

Fewer horse shows are held and some events have looked at lowering their entry fees so that people return.

?There is a price point people are willing to pay,? she said.

Sixty percent of those involved with horses in Alberta in 2009 were children. That has since reversed, and more adults, particularly women, are now involved with horses. Most of them are between 35 and 45, Gamble said.

Alberta horses numbers are also declining, and it is estimated there are 250,000 to 300,000 horses in the province.
