British women out to deliver first Olympic cycling gold

Defending Olympic champion Nicole Cooke will be among the British women looking to grab the hosts' first cycling medal of the Games in the road race Sunday.

The highly-fancied British men's team failed to live up to the expectation of delivering Mark Cavendish into a gold medal-winning position Saturday when Kazakh Alexandre Vinokourov triumphed ahead of the bunch.

Welshwoman Cooke, who won gold in Beijing, starts as a big favourite alongside teammate Lizzie Armitstead, who, like Cavendish, would be favoured to excel in a bunch sprint.

NASA promotes new rover landing with synthetic 'Mars rocks'

NASA is sending synthetic 'Martian' rocks to eight cities in its national 'Get Curious'?campaign to promote the Curiosity Mars Rover, which is scheduled to touch down on the Red Planet on Aug. 6.

The tour is part of a campaign called "Get Curious" that was created to honor the new Curiosity Mars rover, the main element of the Mars Science Laboratory mission, which is due to land on our neighboring world Aug. 6. The $2.5 billion rover is designed to spend at least two years on Mars searching for clues that Mars may have been habitable to life at some point.

"Get Curious" will send large boulders manufactured to look like Martian rocks to eight U.S. cities between July 26 and Aug. 9. No rocks have ever been brought back to Earth from the Red Planet, but these large synthetic constructions are designed to resemble the real thing as closely as possible.

The rocks will visit Atlanta; Austin, Texas; Boston; Detroit; Columbus, Ohio; Houston; Indianapolis; and Orlando.

"We are excited that Columbus was designated a 'Mars City,' and that COSI can be a part of the 'Get Curious' campaign," said Joshua Sarver, senior director of experience design and production at the Center of Science and Industry (COSI), the stop location in Columbus, in a statement. "We continually think of ways to captivate our visitors at COSI, and we think the Mars rock in front of the center will attract a lot of attention and pique interest. We are pleased to be able to show our support for the Curiosity rover landing and continue to help raise awareness for scientific discovery and space exploration."

Each ersatz Mars rock will be emblazoned with the URL www.GetCurious.com and a QR code plaque directing people to the campaign's website. The project is sponsored by Explore Mars, a Mars exploration outreach nonprofit, and rocket company United Launch Alliance, which built the Atlas V-541 rocket that launched Curiosity toward Mars in November 2011.

"We at Explore Mars look forward to celebrating the Curiosity landing with not only the space community, but also the general public," said Chris Carberry, executive director of Explore Mars. "This mission will give us insights into whether Mars has, or ever had, conditions favorable to microbial life as well as the possibilities of future human exploration on Mars. How makers of phones and tablets are faring

Makers of mobile devices have begun releasing their earnings reports for the latest quarter. Many companies including Nokia and Research in Motion have been struggling to compete with Apple and manufacturers of devices running Google's Android software.

Here's a look at earnings and other reports from selected companies in the industry.

? July 10: BlackBerry maker Research in Motion Ltd. asks disgruntled investors at a shareholders meeting for patience as it develops new devices to rival the iPhone and Android smartphones. The company reiterates a warning that the next several quarters will be challenging. It also expects to report another operating loss in the current quarter, which ends Sept. 1, as the company cuts prices to sell its older BlackBerry models.

? July 19: Nokia Corp. says its net loss nearly quadrupled in the second quarter on sagging sales of smartphones, which fell 39 percent from a year ago to 10.2 million. The company's stock jumped, however, as sales of low-end phones buoyed revenue and shipments of the new Lumia phones, which run on Windows software and will replace the older smartphone models, were not as bad as feared. In North America, sales of the Lumia phones offset declines in traditional Symbian devices.

Google Inc., which completed its purchase of Motorola Mobility during the quarter, says it saw strengths in North America with Verizon Wireless, driven by the Razr Maxx device. But it says international sales of basic cellphones and mid-tier smartphones declined. Google reiterates that 1 million new Android devices from various phone makers are being activated each day, with more than 400 million activated worldwide.

? Tuesday: Apple Inc. says it sold 26 million iPhones, 28 percent more than a year ago. It also sold 17 million iPads, an 84 percent increase and a quarterly record. But average selling prices for both products were down.

? Wednesday: LG Electronics reports a lower quarterly profit as its mobile phone division sank to a loss. Basic handset sales declined while expenses to promote its new smartphones went up. The company says profitability at the mobile communication business will not be too bad for the rest of the year with new high-end mobile device launches due in North America and Japan. But it stops short of guiding investors on when the company can fully turn around its mobile business

? Friday: Samsung Electronics Co. reports another record-high quarterly profit as customers flocked to Galaxy smartphones. Samsung benefited as rivals including Apple had yet to release new models. The performance in mobile phones helped offset a slowdown in other consumer electronics businesses such as televisions.

IDC reports that Samsung has extended its lead over Apple in smartphones. Samsung had a market share of 33 percent in the second quarter, up from 17 percent a year ago. Apple's fell slightly to 17 percent, from 19 percent a year ago. The drop is typical several months after the release of a new iPhone model.

Syria gunships hit rebels amid massacre fears

Syrian gunships pounded rebels and troops clashed with insurgents in Aleppo on Friday as world powers voiced fears of an all-out assault and called for "maximum pressure" to prevent a massacre.

Columns of armed forces and armour have poured into Aleppo over the past two days, with troops firing on a string of rebel neighbourhoods in the battle for control of the pivotal northern city.

Amid widespread expectations that an increasingly desperate President Bashar al-Assad will pull out all the stops to secure Aleppo, residents of some areas of the commercial capital fled in fear of a massacre.

The redeployments were "almost complete," a Syrian security official told AFP, while adding that "rebels are stationed in narrow streets, in which fighting will be difficult."

Colonel Abdel Jabbar al-Okaidi of the rebel Free Syrian Army (FSA) told AFP via Skype that "we expect a major offensive at any time."

Syrian Observatory for Human Rights director Rami Abdel Rahman said: "The question is, to what extent will regime troops resort to excessive use of force, because if this is the case, there will be hundreds of deaths."

Aleppo has been the scene of fierce fighting since rebels launched a major offensive on July 20 from rear bases across the nearby border with Turkey.

The Observatory said helicopter gunships attacked the southwest of the city, in the Salaheddin, Bustan al-Qasr, Sukari, Al-Mashhad and Al-Azamiya neighbourhoods.

In Salaheddin, a rebel told AFP by telephone that residents were fleeing and confirmed helicopters had been firing on the district since daybreak. Troops were on the outskirts of the area and had not yet tried to enter.

Troops also clashed with rebels in the central district of Al-Jamaliya, adjacent to the historic old quarter, as well as in Mahatat Baghdad and in Saadallah al-Jabiri Square.

An AFP journalist said people were starting to go hungry in Aleppo because of a shortage of bread.

He also said the FSA was conserving its ammunition, especially rocket-propelled grenades, in anticipation of the expected tank assault.

The Observatory reported at least four deaths in Aleppo on Friday, among 59 people killed nationwide -- 27 civilians, 17 soldiers and five rebels.

Amid the skirmishes, the rebels captured 150 soldiers and militia members in Aleppo and the northwestern province of Idlib, the Britain-based Observatory said.

On Thursday, pro-government daily Al-Watan said Aleppo would be "the mother of all battles."

"Aleppo will be the last battle waged by the Syrian army to crush the terrorists and, after that, Syria will emerge from the crisis," it said.

A number of powers expressed fears of yet another massacre.

In late May, at least 108 people were killed near the central town of Houla, the United Nations said. On July 12, regime forces killed more than 150 people in the central village of Treimsa, including dozens of rebels, the Observatory said.

White House spokesman Jay Carney rejected on Friday comparisons between Aleppo and Benghazi, the rebel-held Libyan city that was an early focus of the uprising against Moamer Kadhafi.

Kadhafi loyalists launched a major offensive against the Benghazi rebels, and were attacked by an international coalition including the United States enforcing a UN-mandated no-fly zone.

"There were a broader array of issues that allowed for the kind of action that the United States -- you know, the international community, led by the United States, was able to take in Libya," Carney said.

Italy called for "maximum pressure" on Assad to prevent further killings, while UN chief Ban Ki-moon urged his regime to stop its Aleppo offensive.

"I'm seriously concerned by the escalating violence in Aleppo," Ban said in London. "I urge the Syrian government to halt the offensive. The violence from both sides must stop for the sake of suffering civilians."

French foreign ministry spokesman Bernard Valero told AFP that "with the build-up of heavy weapons around Aleppo, Assad is preparing to carry out a fresh slaughter of his own people."

His comments came as two Syrian opposition activists unfurled an enormous rebel flag at the base of the Eiffel Tower in Paris.

Noting the massing of forces, US State Department spokesman Victoria Nuland said "this is the concern that we will see a massacre in Aleppo, and that's what the regime appears to be lining up for."

In Geneva, UN human rights chief Navi Pillay spoke of atrocities in the regime's ongoing battle to cleanse Damascus of rebels and said Aleppo was also at risk.

"I have been receiving as yet unconfirmed reports of atrocities, including extra-judicial killings and shootings of civilians by snipers" in Damascus, Pillay said.

"It goes without saying that the increasing use of heavy weapons, tanks, attack helicopters and -- reportedly -- even jet fighters in urban areas has already caused many civilian casualties and is putting many more at grave risk.

"All this, taken along with the reported build-up of forces in and around Aleppo, bodes ill for the people of that city," she said.

And the former head of the troubled UN observer mission, Major General Robert Mood, whose mandate to lead a 300-strong mission ended last week amid a sharp spike in violence, said Assad's fall was a matter of time.

"But will it fall in a week or in a year? That is a question I do not dare answer."

"Many think that if Bashar al-Assad falls or that if he is given an honourable exit... the problem will be solved. That is an over-simplification one should be wary of," Mood said. "The situation could even get worse."

Advance Indiana: Bankruptcy Judge Rejects Fair Finance's ...

A federal bankruptcy judge overseeing the bankruptcy estate for Fair Finance has rejected an attempt by the law firm serving as bankruptcy trustee to convert its compensation agreement with the court from an hourly rate to a contingency fee agreement. Judge Marilyn Shea-Stonum was highly critical of Baker & Hostetler's Brian Bash, the trustee, for proposing the change 27 months into the case and his failure to pay out any money to the creditors. Bash has recovered more than $6 million from various businesses and individuals who received funds Durham and his business partner, James Cochran, diverted from the Ohio-based factoring company before it went bankrupt. The firm, however, had billed?about $3.5 million for its services through the end of 2011.?Bash had proposed allowing his law firm to keep 30% of the first $50 million he recovered, reduced on a sliding scale?to 15% for more than $50 up to $100 million and to 10% for any amounts collected above $100 million. Judge Shea-Stonum criticized the plan as ?heads we win, tails you lose? approach.

In an astonishing move, Bash got the bankruptcy court to approve the sale of United Express, Inc. to former business associates of Tim Durham for a paltry sum of $600,000. The Durham-controlled company had drained millions of dollars from Fair Finance over a several year period. Under the favorable terms of the sale signed off on by Bash, a former Durham business associate, Terry Whitesell and several other individuals, will be allowed to pay the purchase price over a three-year period in monthly installments ranging from $11,666?to $18,333. A?knowledgeable source says Bash blinked when Whitesell and his?associates threatened to close the company and walk off if he didn't approve the sale?of the company on their terms. The?source says other businesses in the truck trailer industry were willing to pay a far greater sum for?the company when they learned how cheaply?Bash was going to sell it to Whitesell and his business associates?but were rebuffed by the trustee.

Katie Medley, Aurora Shooting Victim, Gives Birth

Finally some good news out of the tragedy in Aurora, Colorado:

Katie Medley, a movie goer who escaped unharmed from the horrific James Holmes last Friday, gave birth to a boy at the University of Colorado Hospital yesterday morning. He's named Hugo and both child and mother are reportedly doing well.

Tragically, however, Katie's husband Caleb was not as fortunate as his wife: also in attendance at The Dark Knight Rises showing, Caleb was shot in the head and remains in a medically-induced coma.

"He had some motion in his hands today," Seth Medley, Caleb's brother, told reporters at University Hospital Tuesday night. "His injuries are pretty serious. I don't want to get into any details, but there's some serious injuries around his face."

Seth referred the birth of his nephew as "a silver lining to a very dark cloud."

Larkin, Santo inducted into Baseball Hall of Fame

COOPERSTOWN, N.Y. (AP) -- Barry Larkin lost it before he even started. Vicki Santo never wavered as she honored her late husband, Ron.

Baseball's highest honor always seems to leave a special impression on those directly involved.

Larkin, the former star shortstop for the Cincinnati Reds, and Ron Santo, a standout third baseman for the Chicago Cubs and later a beloved broadcaster for the team, were inducted into the National Baseball Hall of Fame and Museum.

After wiping away tears as his teenage daughter sang the national anthem, Larkin began a litany of thank-yous to the important people who helped him along his journey, none more important than his mom, Shirley, and father, Robert, who were seated in the first row.

"If we were going to do something, we were going to do it right," Larkin said. "Growing up, you challenged me. That was so instrumental."

Born and raised in Cincinnati, Larkin was a two-sport star at Moeller High School and thought he might become a pro football player after accepting a scholarship to play college ball at Michigan for Bo Schembechler. That changed in a hurry.

"He (Schembechler) redshirted me my freshman year and told me that he was going to allow me just to play baseball," Larkin said. "Occasionally, I'd call him while I was playing in the big leagues and told him that was the best decision he made as a football coach. He didn't like that too much."

Drafted fourth by the Reds in 1985, despite playing just 41 games his first year Larkin finished seventh in the National League Rookie of the Year voting in 1986.

Two years later, Larkin was an All-Star with a .296 average, 91 runs scored, 32 doubles and 40 stolen bases. And with a host of older players to guide him -- Eric Davis, Ron Oester, Buddy Bell, player-manager Pete Rose, a Cincinnati native, slugger Tony Perez, and even star shortstop Dave Concepcion, the man he would replace -- Larkin's major league career quickly took off.

"I played with some monumental figures in the game," said Larkin, who was introduced to baseball by his dad at the age of 5. "They helped me through some very rough times as a player."

After giving special thanks in Spanish to the Latin players that also helped mold him, Larkin heaped special praise on Rose and Concepcion.

"I wouldn't be in the big leagues if it weren't for Pete," Larkin said, eliciting a stirring applause from the fans, two of whom were holding a placard inscribed with "Cincinnati's hometown heroes, Larkin and Rose."

"And Dave Concepcion, understanding that I was gunning for his job, understanding that I was from Cincinnati, he spent countless hours with me preparing me for the game," Larkin said. "I idolized Davey Concepcion as a kid. Thank you, my idol. My inclusion in the Hall of Fame is the ultimate validation. I want to thank you all for helping me along the way."

Larkin, who played his entire 19-year career with the Reds, retired after the 2004 season with a .295 career average, 2,340 hits, 1,329 runs scored and 379 stolen bases.

Ron Santo didn't live to experience the day he always dreamed of. Plagued by health problems, he died Dec. 3, 2010, at the age of 70. His long battle with diabetes cost him both legs below the knees, but he ultimately died of complications from bladder cancer.

A member of the Chicago Cubs organization for the better part of five decades as a player (1960-74) and then beloved broadcaster (1990-2010), Santo was selected by the Veterans Committee in December, exactly one year after his death.

Vicki Santo said she cried a lot while practicing her speech. Her poise was remarkable when it counted most.

"It just feels right, a perfect ending to a remarkable journey," Vicki Santo said. "Ron left an awful hole for many of us today. This is not a sad day. This is a great day. I'm certain that Ronnie is celebrating right now."

So, too were his beloved Cubs. They paid a tribute of their own to Santo, clicking their heels as they jumped over the third-base line to start the bottom of the first inning at St. Louis.

In 15 major league seasons, all but one with the Cubs, Santo was one of the top third basemen in major league history. He compiled a .277 batting average, had 2,254 hits, 1,331 RBIs and 365 doubles in 2,243 games. He also was a tireless fundraiser for juvenile diabetes, raising more than $65 million.

Santo fought serious medical problems after he retired as a player. He underwent surgery on his eyes, heart and bladder after doctors discovered cancer. He also had surgery more than a dozen times on his legs before they were amputated below the knees -- the right one in 2001 and the left a year later.

As a broadcaster, Santo was known for unabashedly rooting for the Cubs, a trait that endeared him to fans who never saw him play.

"I want you to know that he loved you so much, and he would be grateful that you came here to share this with him," Vicki Santo said to the fans. "He fought the good fight, and though he's no longer here we need to find a cure (for juvenile diabetes). He felt he had been put here for that reason. He believed in his journey. He believed in his cause. We can't let him down."

Two inductees were honored Saturday in a ceremony at Doubleday Field. Former catcher Tim McCarver received the Ford C. Frick Award for his contributions in broadcasting, while Bob Elliott of the Toronto Sun was given the J.G. Taylor Spink Award for sports writing.

Amazon plans for 'five or six' new tablets, will include 10-inch model, says Staples president

While we expect Amazon to refresh its Kindle Fire tablet sooner rather than later, Demos Parneros, president of US retail for Staples, has told Reuters that the online book-seller has bigger plans, and aims to introduce five or six new devices. According to the exec, the tablets will come in a range of sizes and would include a new ten-inch device -- going directly against another popular 10-inch slab. No word on whether these five or six device would include a smartphone, as screen sizes get increasingly closer. Amazon has also announced that it'll be creating a new R&D hub in London, focusing on its services and APIs for TVs, consoles, smartphones and PCs, aimed squarely at rolling these out across the globe. The original Kindle Fire -- and its Android app store -- is still not available outside of America. However, public plans for the new Amazon base currently center on relocating both Lovefilm and Pushbutton to this new hub. However, it's been about a year; about time for Europe to get a taste of Amazon's wallet-friendly tab.

BeachMint CMO departs, hires COO - Business Insider

Earlier this week, PandoDaily reported that BeachMint?s CMO, John Volturo, had left because, the blog argued, "something about BeachMint was no longer hot, sexy, or groundbreaking enough to keep Volturo?s attention."

PandoDaily also suggested Volturo was selling his shares to investment firm Millennium Technology Value Partners.

We got on the phone with BeachMint president Diego Berdakin. He says PandoDaily's story, while juicy and exciting, isn't completely accurate.

BeachMint is a network of fashion-focused e-commerce sites. The startup is two years old and based in Los Angeles; it has raised $75 million to date.

Berdakin was adamant: There is nothing wrong with BeachMint. Volturo departed to start his own company, not because he was disgruntled or lost faith in the startup. Berdakin says he gave the company adequate notice before his resignation.

"It?s normal that people turn over. When you have a city like Los Angeles that is really buzzing and there are lots of exciting things happening, people want to start their own journeys," says Berdakin.

Also, none of Volturo's shares have been sold since his departure. "Nothing has come through our desks. He'd have to inform the company; it's not like he can sell them and not tell us," Berdakin says.

The association PandoDaily mentioned between Volturo and Millennium probably stemmed from BeachMint's latest round of financing, says Berdakin. "Millennium was involved in our last round. Its involvement was all primary, which means it invested directly in the company.? It wasn't used to get John liquidity," he says.

Berdakin acknowledges the CMO role changed while Volturo was still at BeachMint.

?Before, marketing was all run at the BeachMint parent-company level. Now we have broken the company out into six parts because we have gotten a lot bigger," he says. "As the company grows, we needed to make every individual company more autonomous to really give it the best chance to be successful."

For that reason, the CMO position hasn't been filled. Volturo's former role no longer exists.

As for BeachMint, Berdakin says the startup is doing "phenomenally well." He says it has never had a down quarter in terms of both revenue and members, although he declined to share metrics.

"Everything continues to grow up and to the right. We had our biggest quarter last quarter; the quarter before that was our best?even better than Q4, which tends to be the best quarter for fashion and retail companies," says Berdakin.

BeachMint currently has 150 employees and Berdakin says Volturo is the only executive who has left. The founding BeachMint team is still in place.

In addition, BeachMint has made some impressive new hires, like COO Greg Steiner, a 12-year veteran of eHarmony. It also gained software developer Carl Trudel from Live Nation, Jason Reuben of Gemvara, and serial entrepreneur, Michael Broukhim.

Volturo couldn't be reached for comment, but yesterday he tweeted this:

Google and NIIT launch Google Web Academy in India ~ Tech Deviant

Google has its roots in almost every field, from Search Engines to Entertainment to Education. Recently, Google in collaboration with NIIT, has introduced a training initiative for young professionals in India, to be called Google?Web Academy.

It aims to bridge the digital skill gap in the country and help students and professionals capitalise on the emerging job markfor the online industry.

Under the initiative, NIIT will offer specialised courses through its centres across the country.

Google will provide NIIT with its training curricula and certification standards to offer advanced training programs that are specially designed to create a pool of highly qualified professionals and help young professionals to gain useful skills required in the job market for the online space.

The program will be initially offered in India, and subsequently launched in other parts of the emerging world. ? And That's the best part about this initiative.

The program will also offers technical courses for IT professionals and developers covering topics like building new web and mobile applications using Google technologies, integration across Google products, web optimisation and introduction to cloud computing, among others.

Visitors to get first up-close look at space shuttle in New York

NEW YORK (Reuters) - The Enterprise has landed in New York City, where starting on Thursday the public will be allowed a close-up look at the first, prototype space shuttle created by NASA in 1976.

The Enterprise exhibit is expected to boost attendance at the Intrepid Sea, Air & Space Museum by a third and help bring nearly 1.3 million people a year to the repurposed World War Two aircraft carrier docked on Manhattan's West Side.

"This is an amazing, original space-related artifact, the prototype for all space shuttles, so it really adds an even deeper exploration of the American space program to the museum," said Jessica Williams, Intrepid's curator of history.

The floating Intrepid museum, which opened in 1982, already draws nearly 1 million visitors each year.

Located within a protective gray dome, the Enterprise is suspended 10 feet above the carrier deck, allowing visitors to walk underneath. The 137-foot (42-meter) vehicle has a 78-foot (23-meter) wingspan.

Built in 1976, the Enterprise was the first space shuttle NASA created. It never went to space, however, and was used instead as a prototype to test the effects of gravity, crosswind landings and vibration during takeoff, said museum aviation and aircraft restoration curator Eric Boehm.

The shuttle was also occasionally used as a "spare parts bird" for other shuttles, Boehm said.

The new Enterprise exhibit features a seven-minute film, narrated by Star Trek actor Leonard Nimoy. The shuttle was named after the spacecraft in the Star Trek television series.

The Intrepid museum houses an array of historic aircraft, including bombers, spy planes and the Concorde, spacecraft including a Soviet Soyuz re-entry capsule and the USS Growler, a strategic missile submarine open for visitors to tour.

The Enterprise arrived in New York from Virginia in April, when delighted crowds watched it fly over the city piggy-backed on top of a Boeing 747 Jumbo jet.

It was housed at John F. Kennedy International Airport until June, when it was moved to the Intrepid.

Officials said the shuttle will be parked on the Intrepid's deck for two to three years, after which time the museum will build it permanent housing.

"China Rebalancing Has Begun"; What are the Global Implications? Michael Pettis on China Rebalancing, Chinese Price Deflation, and Spain Exit from Euro; Target 2 Revisited

Michael Pettis at China Financial Markets has some interesting comments via email regarding much needed China rebalancing and a timeframe for a possible Spain exit from euro.

Pettis On Spain Exit ...

How will Spanish households react to a default on preferred shares and subordinated bonds, or even a very public discussion about the possibility of such a default?? I don?t know, but I assume that it will speed up deposit withdrawals from the banking system even more.? For that reason it continues to be a very good idea to keep an eye on Target 2 balances.? These serve as a pretty good proxy, I think, for the behavior of depositors.

Things are evolving in Spain exactly as we would expect them to evolve according to the sovereign-debt-crisis handbook.? Unless we get real fiscal union in Europe, or Germany leaves the euro, or Germany stimulates its economy into running a very large trade deficit, or the euro depreciates by 15-20% against the dollar in the next year ? all very unlikely, I think ? I really see no reason to doubt that Spain will leave the euro and restructure its debt within the next few years.?

Mish Comments on Target 2

Target 2 stands for Trans-European Automated Real-time Gross Settlement System. It is a reflection of capital flight from the "Club-Med" countries in Southern Europe (Greece, Spain, and Italy) to banks in Northern Europe.

Pettis On China Price Deflation...

China?s official GDP growth rate has fallen sharply ? on Friday Beijing announced that GDP growth for the second quarter of 2012 was a lower-than-expected 7.6% year on year, the lowest level since 2009 and well below the 8.1% generated in the first quarter. This implies of course that quarterly growth is substantially below 7.6%.? Industrial production was also much lower than expected, at 9.5% year on year.?

In fact China?s real GDP growth may have been even lower than the official numbers.? This is certainly what electricity consumption numbers, which have been flat, imply, and there have been rumors all year of businesses being advised by local governments to exaggerate their revenue growth numbers in order to provide a better picture of the economy. ?Some economists are arguing that flat electricity consumption is consistent with 7.6% GDP growth because of pressure on Chinese businesses to improve energy efficiency, but this is a little hard to believe.? That ?pressure? has been there almost as long as I have been in China (over ten years) and it would be startling if only now did it have an impact, especially with such a huge impact occurring so suddenly.

Adding to the slow economic growth, the country may be tipping into deflation.? Last Monday the National Bureau of Statistics released the following inflation data:

In June, the consumer price index (CPI) went up by 2.2 percent year-on-year. The prices grew by 2.2 percent in cities areas and 2.0 percent in rural areas. The food prices went up by 3.8 percent, while the non-food prices increased by 1.4 percent. The prices of consumer goods went up by 2.3 percent and the prices of services grew by 1.9 percent. In the first half of this year, the overall consumer prices were up by 3.3 percent over the same period of previous year.

In June, the month-on-month change of consumer prices was down by 0.6 percent, prices in cities and rural went down by 0.6 and 0.5 percent respectively. The food prices dropped by 1.6 percent, the non-food prices kept at the same level (the amount of change was 0). The prices of consumer goods decreased by 0.9 percent, and the prices of services increased by 0.3 percent.

My very smart former PKU student Chen Long, who follows monetary conditions in China as closely as anyone else I know tells me:

The most interesting thing is that even if CPI remains stable month-on-month, it will turn negative year-on-year in January 2013.? And if it continues to decline month-on-month at current rates, we could see negative year-on-year CPI as early as August/September. ?

Unlike some other analysts, in other words, I am not concerned about deflation persisting for long unless the PBoC cuts interest rates much more sharply than any of us expect.? I know this may sound strange ? most analysts believe that cutting interest rates will actually reignite CPI inflation ? but remember that the relationship between inflation and interest rates in China is, as I have discussed many times before, not at all like the relationship between the two in the US.? It works in the opposite way because of the very different structure of Chinese debt and consumption.

Pettis On China Rebalancing...?

After many failed attempts, over the past six months we may be seeing for the first time the beginning of China?s urgently needed economic rebalancing, in which China reduces its overreliance on investment in favor of consumption.

Regular readers of my newsletter may be surprised to see me say this.? For the past four or five years analysts have been earnestly assuring us that the rebalancing process had finally begun, and I had always insisted that it couldn?t have begun yet.

Why?? Because as I understand it rebalancing is almost arithmetically impossible under conditions of high GDP growth rates and low real interest rates.? Once the real numbers came in, it always turned out that in fact imbalances had gotten worse, not better.? Typically many of those too-eager analysts have resorted to insisting that the consumption data are wrong, although even if they are right this does not confirm that rebalancing had taken place since errors in reporting consumption have always been there.

But this time seems different.? Now for the first time I think maybe the long-awaited Chinese rebalancing may have finally started.?

Of course the process will not be easy. With China?s consumption share of GDP at barely more than half the global average, and with the highest investment rate in the world, rebalancing will require determined effort.

How to rebalance

The key to raising the consumption share of growth, as I have discussed many times, is to get household income to rise from its unprecedentedly low share of GDP.? This requires that among other things China increase wages, revalue the renminbi and, most importantly, reduce the enormous financial repression tax that households implicitly pay to borrowers in the form of artificially low interest rates.

Forcing up the real interest rate is the most important step Beijing can take to redress the domestic imbalances and to reduce wasteful spending.

And this seems to be happening.? [Yet] Beijing has reduced interest rates twice this year, and reluctant policymakers are under intense pressure to reduce them further.? [However] The students in my central bank seminar at PKU tell me that there are new rumors about the way the cuts were implemented.? ?Usually it is the PBoC that submits a proposal of rates cut to the State Council,? one of them wrote me recently, ?but this time (July 5th) it was the State Council who handed down to the PBoC the decision to cut rates, so that the PBoC was not fully aware of the rates cut before July 5th.?

If my student is right (and this class has an impressive track record), this suggests that monetary easing is being driven by political considerations, not economic ones, which of course isn?t at all a surprise.? But even with the rate cuts, perhaps demanded by the State Council, with inflation falling much more quickly than interest rates the real return for household depositors has soared in recent months, as has the real cost of borrowing.? China, in other words, is finally repairing one of its worst distortions.

China bulls, late to understand the unhealthy implications of the distortions that generated so much growth in the past, have finally recognized how urgent the rebalancing is, but they still fail to understand that this cannot happen at high growth rates.? The problem is mainly one of arithmetic.? China?s investment growth rate must fall for many years before the household income share of GDP is high enough for consumption to replace investment as the engine of rapid growth.

As China rebalances, in other words, we would expect sharply slowing growth and rapidly rising real interest rates, which is exactly what we are seeing.? Rather than panicking and demanding that Beijing reverse the process, we should be relieved that Beijing is finally resolving its problems.

As an aside, we need to make two adjustments to the trade surplus in order to understand what is really going on within the balance of payments.? First, one of the causes of last month?s weak imports has been a sharp decline in commodity purchases.? I have many times argued that commodity stockpiling artificially lowers China?s trade surplus by converting what should be classified as a capital account outflow into a current account inflow.? If China is now destocking, then China?s real trade surplus is actually lower than the posted numbers.

Second, we know that wealthy Chinese businessmen have been disinvesting and taking money out of the country at a rising pace since the beginning of 2010.? One of the ways they can do so, without running afoul of capital restrictions, is by illegally under- or over-invoicing exports and imports.? This should cause exports to seem lower than they actually are and imports to seem higher.? The net effect is to reduce the real trade surplus.

Since these two processes, commodity de-stocking and flight capital, work in opposite ways to affect the trade account, it is hard to tell whether China?s real trade surplus is lower or higher than the reported surplus.? But once de-stocking stops, we should remember that the trade numbers probably conceal capital outflows.

How does all this affect the world?? In the short term rebalancing may increase the amount of global demand absorbed by China, but over the longer term it should reduce it.? Rebalancing will inevitably result in falling prices for hard commodities, and so will hurt countries like Australia and Brazil that have gotten fat on Chinese overinvestment. ?Rising Chinese consumption demand over the long term and lower commodity prices, however, are positive for global growth overall, and especially for net commodity importers.? Slower growth in China, it turns out, is not necessarily bad for the world.? The key is the evolution of the trade surplus.
